Requirements-You have an existing account with Colorado Spring Utilities, Your household has not received COPE assistance at any COPE agency within the past 12 months, Your account is past due (you must show at least one day past due date on the current bill or a disconnect notice), You have applied for LEAP assistance between November 1 – April 30. You must bring documentation showing you have been awarded LEAP or denied LEAP due to being over-income. (Any other reason for denial will not qualify for you to access COPE assistance), You have provided a copy of your utility bill or disconnect notice.
